RULES AND REGULATIONS
SOME IMPORTANT UNIVERSITY RULES ( FOR BOTH ANNUAL & SEMESTER SYSTEM)
- Migration Certificate is required to be submitted at the time of admission if students passed their class-XII Examination conducted by CBSE or any other Board/ University from outside the State of Arunachal Pradesh.
- All the students are to furnish an Undertaking as provided by the University vide No. AC-287/2000/FC/1720 dated. 8.6.2001, that, in order to be eligible for filling the University Examination Form.
- The University examination forms as Non-Collegiate candidate by paying Rs.1500/- as “Non-Collegiate Fee” to the University. But the attendance in each paper must be above 30% for such students.
- Out of the total marks secured by a student in each paper in the House Test, 10% marks are shown separately in the University Mark Sheet along with their marks secured out of 90 marks in the University Examination.(for annual pattern)
- Students who were not allowed to fill up University Exam Forms due to their disqualification in House Test in the previous session or due to any other reason have to seek Re-Admission during the current session.
- Students if secured 35 % in aggregate and 25% marks in any one paper in the University Examination are declared as “compartment’, and such students have to appear as compartmental candidates in the immediate next Examination. A separate Exam Form has to be filled-up and submitted along with Regular Exam Form for appearing the Compartmental Examination. One can appear both the Exams simultaneously and if He /She cannot clear the Compartmental Exam shall be reverted to the lower class.
- The three years’ semester Course must be completed within a maximum period of six years.
- Students can seek improvement in their marks by appearing in the Improvement Examination, after having passed in all the three years. After the declaration of result of 3rd year examination and within 60 days from the date of declaration of results of 3rd year, the students have to apply for Improvement Examination in two papers from 3rd year only.
- A student may apply for Re-Evaluation of his answer scripts within 30 days from the date of declaration of the result in a prescribed form along with a fee of Rs. 500/-for each paper to be re-evaluated. The form is available with the Academic Branch.(for annual system only)
SOME IMPORTANT UNIVERSITY RULES (for SEMESTER SYSTEM)
- A Student who has less than 75% attendance shall not be permitted to sit for the end Semester Examination in the course in which shortfall exists.
- Provided that it shall be open to the University to grant exception to a student who has attended minimum of 60% classes but fail to obtain the prescribed 75% attendance for valid reasons on recommendation of the Head/Director of the centre on payment of a prescribed fee(s).
- Examination and evaluation shall be done on a continuous basis.
- There shall be 20% marks for internal assessment and 80% marks for end semester examination in each course during every semester.
- There shall be no provision for re-evaluation of the answer scripts of the end semester Examinations. However a candidate may apply for re-checking.
- A candidate shall be declared as passed a course provided he/she secured:
- At least 35% marks in the course and 40% in aggregate in the semester examinations.
- At least 40% marks in the sessional /internal examination (in-semester) and 40% at end semester examinations separately.
- A student must pass all his/her semester examinations within six years from the date of admission to the first semester of any programme or late college candidate in any programme in this system.
- Since the semester system involves continuous assessment, there shall be no scope for student to appear as private.
CODE OF CONDUCT FOR STUDENTS
On admission to any course of study, every student submits himself/herself to disciplinary jurisdiction of the management of the College, the In-charge and other officers of the College who may be vested with the authority to exercise discipline. Student also submits to the following Code of Conduct for Students and also any rules framed at later date.
- Students should follow the time table scrupulously and make best use of the facilities.
- Use computer lab, library and sports facilities with great care and concern.
- Participate in Sports, Cultural, Meditation and Literary events with full interest and zeal.
- Make note of announcements made on the notice board regularly.
- Safeguard the Identity Card and Library Card carefully.
- Follow discipline, maintain peace and behave respectfully in the college premises.
- The use of mobile phones in the class rooms and college premises is strictly prohibited.
- Students should maintain cleanliness in the college and show concern for environment.
- The computer switches, lights and fans should be switched off after the use.
- Industrial visit is compulsory for the commerce students.
- DRESS CODE: College uniform will be provided to the students by the college, to bring uniformity among the students. Wearing uniform is compulsory for all. For more information about dress code please contact college office.
- Students should go through the following rules and regulation regarding Code of Conduct for Students and keep themselves aware of the College rules. Ignorance of rules shall not be an excuse for violation.
- Each student shall conduct herself / himself, both within and outside the campus of the Institute in a manner befitting a student of a prestigious institution. Each student shall show due respect and courtesy to the teachers, administrators, staff of the college, and to the visitors and residents of the college and good behaviour to fellow students.
- Lack of courtesy and decorum; unbecoming conduct within and outside the College; wilful damage to College property, removal of any property belonging to the College, fellow students or other personnel and residents of the College; use of abusive and offensive language: disturbing fellow students in their studies; breach of rules and regulations of the College; adoption of unfair practices in tests, quizzes, assignments, or examinations; noisy and unruly behaviour shall constitute violation of the code of conduct.
- Loud talking, loitering or congregating, being a source of distraction and annoyance to others is not permitted.
- Students are required to be dress neatly and decently.
- Late arrival and early departure at or from a class are recorded as absence from the class. Students are not allowed to leave the College during working hours without the written permission of the Principal.
- Students will not operate any machinery/ equipment without the permission of the instructor.
- No responsibility will be accepted by the College for any injury, loss or damage to the personal articles of students.
- The students at the College require attention and diligence. A student neglecting his/ her studies and having unsatisfactory progress will be given two warnings after which if he/ she fails to improve, he/ she will be liable for expulsion from the College.
- It is compulsory for the students to attend functions/ activities organized by the College on various occasions like Independence Day, Republic Day, Annual Day, etc whether the function falls on a working day or on holidays. Absence from such functions without valid reasons will invite disciplinary action.
- Students shall observe all safety precautions. The College is not responsible for any accident, of whatever nature, in the College, hostel, workshop, play ground and during summer training and industrial training or educational tour/ trip.
- Students are prohibited to take part in ragging, political activity or any activity which is detrimental to the dignity of the College. Any student found violating the rule or bringing disrepute to the institution will be expelled from the institute.
- The students will compensate damage to institute/ hostel property/ furniture caused by neglect or wilful damage. Defacing the walls or College property will be viewed seriously.
- Students must make all possible efforts to conserve electricity and water. They must switch off lights & fans when they leave the class room/ hostel room, lab etc. Students must help keep the College neat and clean and also preserve and maintain the gardens.
- Students must pay their fee/ dues on or before the prescribed deadline failing which appropriate disciplinary action will be taken. Students may note that fees once paid will not be refunded/ adjusted. If student leaves the course before completion, he/ she will be required to pay the fee for the entire course.
- Students must keep their identity cards always with them and shall show the same on demand by any faculty/ official of the college.
- Candidates have to fulfil the minimum attendance requirements as per university norms.
If the student doesn’t fulfil the minimum attendance, then their results are liable to be withheld.
- Students claiming benefits/ concessions on medical grounds are required to submit medical certificate from a govt. hospital or dispensary. The certificate should be submitted by student concerned within a week of rejoining the College after illness.
- The name of the student who fails to submit the University examination form for the semester in which he / she is studying without the approval of the Principal shall be removed from the College rolls.
- The students are advised to see regularly the notices displayed on the College notice boards. The notice displayed on these notice boards shall be deemed to have been served on the students.
- There shall be 20% marks for internal assessment and 80% marks for end semester examination in each course during every semester.
- Any student who fails to clear all the dues shall be declined from appearing in semester examination.
- All applications must be addressed to the Principal.
- The Director-Principal reserves the right to modify any of the College rules as and when necessary. The decision of the Director/ Principal in all matters shall be final. Ordinance Related to Maintenance of Discipline among the students of the Institute.
- All powers relating to Discipline and disciplinary action are vested with the Director/ Principal.
- The Director/Principal may delegate all or such powers as he deems proper to any of the official of the institute. Every member of the staff has authority to forbid disorderly behaviour within the institute.
- Without prejudice to the generality of power to enforce discipline under the ordinances, the following shall amount to acts of gross indiscipline:
- Ragging in any form within premises of the College or surrounding of the College.
- Physical assault or threat to use physical force against any member of the teaching, non-teaching staff of the institute and against any student within premises of the College or surrounding of the institute.
- Carrying or threats to use of any weapon.
- Any violation of the rules, regulations, norms promulgated by the university from time to time.
- Violation of the status, dignity and honour of any student.
- Any practice, whether verbal or otherwise, derogatory to women.
- Any attempt to bribery or corruption in any manner.
- Wilful destruction of the College property.
- Creating ill will or intolerance on religious, tribal, linguistic, communal, political or any ground.
- Without prejudice to the generality of his powers relating to the maintenance of discipline and taking such action in the interest as may deem to him appropriate, the Director may, in the exercise of his powers aforesaid order or direct.
- Not allowed to attend a course or courses of study in a department of the institute for a stated period.
- Be debarred from giving a departmental examination or University Examination.
- That the result of the student or students concerned, in the examination or examinations in which he/she appeared be withhold or cancelled.
- The college Authorities shall have authority to exercise all such disciplinary powers over students as they may fine necessary for proper conduct of the college.
- Without prejudice to the powers of the Director, detailed rules of discipline and proper conduct in class rooms/ laboratories/ institute campus may be supplemented, where necessary, by Head of the Departments. Each student shall be expected to study and follow these rules.
- At the time of admission, every student shall be required to sign a declaration that on admission he/ she submits himself/ herself to the disciplinary jurisdiction of the Director and other authorities of the college who may be vested with the authority to exercise discipline under the rules and regulations that have been framed by the College.
- A defaulting student who is aggrieved with the punishment awarded may prefer an appeal to the Chairmen of the Institute stating the reasons as to why the punishment should not be awarded. The Chairman shall prescribe the procedure to process such appeals. Note: Parents/ Guardians are advised not to encourage their wards to remain absent without sufficient reasons during the academic session. Medical leave will be granted strictly only as per the need approved by the medical authority.
